I suspect this might be due to the stage of tendinopathy: the tendon dysrepair stage might benefit from a lighter stimulus of high repetitions whereas if the tendinopathy is particularly bad such as the degenerative tendinopathy stage it may benefit from heavier repetitions to stimulate healing.
